After a stellar 25-year career with the FBI, Paul Delacourt stepped down in May 2021. He currently harnesses his extensive expertise as the Managing Partner at Stratagem Consulting, LLC, leading efforts in executive consulting that spans regulatory compliance, risk mitigation, business development, and enhancing cyber risk awareness. Additionally, Paul contributes to academic pursuits as an Adjunct Lecturer at the University of Chicago Graham School, teaching a Master's course on Intelligence and Analysis. His tenure at the FBI culminated in his role as Assistant Director of the Strategic Realignment Program Management Office at the agency's headquarters in Washington, DC. Paul's extensive FBI career included significant leadership roles, such as the Assistant Director in Charge at the Los Angeles field office. During his three-year stint, he led a senior team responsible for overseeing operational divisions, intelligence, and mission services across the expansive seven-county region of California's Central District, managing a workforce of nearly 1,500. Prior to his assignment in Los Angeles, he served for three years as the special agent in charge at the Honolulu field office. His earlier roles at the FBI included critical positions in the Inspection Division at FBI Headquarters in Washington, D.C., where he led critical evaluations of field operations, national initiatives, and investigative responses to shooting incidents and special projects. Paul began his distinguished FBI career in 1995, initially assigned to the Chicago Division, focusing on gang and drug investigations. His career trajectory took a significant turn following the 9/11 attacks, leading him to the Counterterrorism program, where he served in multiple cities, including Chicago, Washington, DC, and Atlanta. His assignments included temporary roles on the Guantanamo Bay Task Force at FBI Headquarters and numerous deployments to conflict zones such as Afghanistan, Qatar, and Iraq. He also managed the Regime Crimes Liaison Office (RCLO), a presidentially mandated initiative by the Department of Justice to probe crimes committed by Saddam Hussein and other leaders of the former Iraqi regime. From 2009 to 2011, Paul served as the FBI liaison officer to a counter-narcotics task force at U.S. Pacific Command at Camp Smith, Hawaii. He was promoted in 2012 to assistant special agent in charge of the Honolulu Division. Paul earned his Bachelor of Arts from the University of Michigan and a Juris Doctor from Wayne State University Law School.
